Introduced in 2007, the 03 Number range that was launched by Ofcom and is charged at the same rate as an 01 or 02 local number. The local rate charge is applicable if the call is made from a UK landline and becomes a free call from a mobile phone (using an inclusive minutes bundle). Why have 03 Numbers been introduced?
A survey polled by YouGov highlighted that 49% of mobile users were not aware of the costs to call. In June 2014, the EU Consumer Rights Directive will govern the move to 034 and 037 numbers for fairer call charges for landline and mobile phone users.
How are calls to 03 Numbers free from my mobile?
Mobile users are generally setup with a mobile rate plan which includes an 'inclusive minutes bundle�. The amount of minutes in a bundle can vary but include calls to. The 03 number range is now included in this band so are classed as a local rate number.
What is the cost to call 03 Numbers from a PAY-AS-YOU-GO mobile without inclusive minutes?
Calls from a PAYG mobile phone will be charged at the local �basic rate� which can depend on the provider. An example is Vodafone with a 30p per minute charge to any UK number starting 01, 02 or 03.

Calls received outside of inclusive minutes from UK mobiles are charged at 4p per minute, and UK landlines at 1p per minute.
